The Singapore Government' s vision of an Intelligent Island culminated in the IT-2000 Plan. The purpose of the IT-2000 Plan is to harness the benefits of information technology (IT) to make Singapore more competitive internationally, while simultaneously enhancing the quality of its people's lives.

IT-2000 created vast opportunities for the IT industry. The rapid elevation of Singapore to the top league of IT-intensive economies has its drawbacks - Singapore is not producing enough IT professionals.

As existing education institutions increase their intake for IT-related courses, new institutions are being set up. Industry sources reveal that supply will not meet the geometric increase in demand for IT professionals until at least the turn of the century.

This poses a challenge to Consultancy firms to provide outsourcing services for IT professionals.

IT Consultancy & Services Pte Ltd ("ITC") was incorporated in 1991 to meet this challenge.
